Pure Water Program

Due to limited local sources, the City of San Diego imports 85 percent of its water, making it more vulnerable to drought, seismic events, climate change, and rising water costs. Additionally, only eight percent of the wastewater leaving homes and businesses is currently recycled, the rest is treated and discharged into the ocean. San Diego saw this as an opportunity to transform their water system into a complete water cycle and initiated the Pure Water Program, a potable reuse program.

The City engaged us and our project partners to provide program management and engineering services for the Pure Water Program. In collaboration with the City, we created a program-wide delivery strategy and program governance structure with procedures, program controls, business processes, and reporting requirements. For the first phase of the program, we developed preliminary designs of all projects and completed numerous planning and technical studies.

Currently, we’re providing programmatic construction oversight plus operation and maintenance readiness planning. Along with our project partners, we’re also supporting the extensive regulatory efforts. This includes coordination with the California State Water Board to secure a first-of-its-kind National Pollutant Discharge Elimination System (NPDES) permit to release purified water into the Miramar Reservoir.

At full implementation, the program will locally supply up to one-half of San Diego’s drinking water, significantly reducing their need to import water while also reducing ocean discharges.
