One Water LA 2040 Plan

In the often-dry climate of Los Angeles and surrounding jurisdictions, water supplies, reuse, and recycling are always at the top of the agenda. In response, The City of Los Angeles developed the One Water LA 2040 Plan to provide an integrated framework and identify collaborative opportunities between the City and other water-related agencies. The One Water LA 2040 Plan builds on the City of Los Angeles Integrated Resources Plan (2006).

Working with the City, we prepared a Wastewater Facilities Plan (WFP) as a component of the overall One Water LA 2040 Plan. We incorporated the guiding principles and objectives that were developed in Phase 1 to allow for multiple concept options. These options allow the City to evaluate direct potable water reuse alternatives and stay informed of ongoing research, regulatory changes, policy developments, and the activities of other City agencies or departments in relation to water.

The WFP also includes a “trigger-based” implementation strategy. This provides built in decision points where the City can consider which of the options available would provide the most value as regulatory and policy environments continually evolve.
