Denis St. Pierre Water Pollution Control Plant Expansion and Upgrades
Due to rapid population growth and development pressures within the region, the Denis St. Pierre Water Pollution Control Plant (DSPWPCP) could no longer effectively service the Lakeshore community. The lack of capacity at the wastewater treatment plant also paused new development.
Faced with increasing development pressures as well as aging infrastructure and ongoing climate change impacts, the Municipality of Lakeshore needed to act fast to implement the vital expansion of the DSPWPCP. They retained our team to help.
We provided the class environmental assessment, detailed design, and tender and construction administration services of the plant expansion to address the wastewater servicing needs. To achieve the extensive plant expansion requirements, our team consisted of multiple engineering disciplines including civil, process, structural, mechanical, electrical, instrumentation and controls, and environmental.
A project of this scope and size typically requires eight to ten years to complete. We worked with Lakeshore and developed an approach to accelerate the timeline, allowing the project to be planned, designed, constructed, and commissioned within five years. This project was implemented using a multiple contract approach to expedite the schedule and meet the development needs. Driven by the collaborative in-house integrated delivery model, our multidisciplinary team developed and implemented complex staging and sequencing procedures to help connect and coordinate all new works under the contracts.
Now complete, DSPWPCP can meet the needs of the Lakeshore community for years to come—supporting new development and housing infrastructure, boosting sewer capacity to reduce flooding, and cutting nutrient discharge into the lake to improve water quality for current and future residents.
