Napier Stormwater Model Build and Masterplan

Providing reliable, resilient, and affordable services to the community is a high priority for our councils, and when it comes to stormwater network planning, Napier City Council (NCC) is no exception. They needed a stormwater model and system masterplan with a 30-year planning horizon to inform investment in network infrastructure over this period.

How did we help? We built a model of the existing stormwater network for the Napier and Bay View areas, using specialist software to construct three-way coupled models for both areas. We used the models to undertake flood hazard assessments, identify capacity constraints with future impacts of climate change and sea level rise, and to prepare an investment plan. Models also considered the impact of growth on the network to help inform future planning decisions. Navigating complex interactions between NCC and Hawke’s Bay Regional Council assets and their management, operation and investment required comprehensive engagement with teams across both organizations.

As the consultant for the Nelson and Hawke’s Bay councils, we’ve continued to use the models—as have the councils. The models help inform development assessments, growth studies, structure plans, and drainage scheme reviews.
