Maryland Climate Change Framework

The Maryland Transportation Authority’s (MDTA) approach to climate change is simple—adapt. But how could MDTA improve the resiliency of its facilities and meet the challenges of the future?

First, it passed the Climate Change Adaptation Implementation Strategy, a joint initiative with the Maryland State Highway Administration. Then, it enlisted our team’s help to develop a draft framework for climate change adaptation that assessed and rated the risk posed to its facilities. We conducted a literature review and prepared a technical memorandum for the different climate variables that might impact the facilities’ infrastructure (e.g., wind, sea-level rise, storm-surge and precipitation changes). We then provided an overall vulnerability assessment for each of MDTA’s nine facilities which MDTA used to consider climate change impacts during the planning process.

In addition, we made recommendations for future policy initiatives that could improve resiliency going forward. By serving as a trusted advisor and offering comprehensive services that focused on adaptability, we were able to help MDTA and its community approach climate change with greater hope and confidence.
