Providing engineering support for climate security and resilience planning and implementation

Under a contract with Naval Facilities Engineering Systems Command (NAVFAC) Atlantic, we are assisting the United States Department of State (DOS) Bureau of Overseas Buildings Operations (OBO) Climate Security and Resilience program (CS&R) achieve objectives to bring them closer to their vision: “to have facilities [that] are secure from and resilient to natural hazards, including those exacerbated by climate change.”

Our team performed a portfolio-level screening of climate and other natural hazard risks of 294 DOS OBO facilities in 181 countries worldwide. We analyzed DOS and OBO policies, directives, and processes including master planning, due diligence, property acquisition, capital investment decision-support, and early-stage facility design. Results of the analysis provided a method to prioritize facilities according to natural hazard risk and recommendations for how the CS&R program could support DOS planning and due diligence policies, processes, procedures, and work activities. We also conducted on-site assessments at two pilot locations, resulting in recommended adaptation alternatives to increase facility climate and natural hazard adaptation and resilience.

When the work is complete, DOS/OBO facilities evaluated can be better informed about how to be more resilient to the impacts of climate change.
