Institutional Support - Program for the Millennium (PHAM) - Sanitation
In this implementation of the Millennium Hydraulic Program (PHAM), we worked to create a community-led total sanitation (CLTS) campaign with enhanced latrines and improved institutional support. The goal? Reduce poverty and improve health services by refining access to water and sanitation.
The CLTS campaign/enhanced latrines side of the project was realized through a contribution convention with UNICEF. The plan identified target villages and carried out CLTS campaigns including awareness, ending open defecation certification, and follow up, as well as the creation of enhanced family latrines.
On the institutional side, a partially-decentralized management scheme by the Cooperation Coordination Unit Côte d’Ivoire-European Union (CCC CI/UE) was implemented. Our job was to provide technical assistance to the Ivorian authorities for sectorial sanitation policies. This included transferring sanitation infrastructure project management from the state to decentralized collectives.
We reviewed and updated the new policy and provided technical support to the National Office for Sanitation and Drainage (ONAD), the Sanitation and Drainage Department (DAD), and the ministry responsible for the policy implementation (MCLAU).
With these changes in place, the communities have more effective sanitation systems—another step towards improved quality of life.
