Rossdale Water Treatment Plant – Sodium Hypochlorite Upgrade
When EPCOR, a utility company based in Edmonton, Alberta, recognized that the continued use of chlorine gas for disinfection at the Rossdale Water Treatment Plant was a significant safety risk due to its toxicity, they selected Stantec to upgrade the treatment process. The goal? Replace chlorine gas cylinders with a safer sodium hypochlorite generation system.
We designed and assisted with the construction administration of four 1,000 pound per day generators that produce a 0.8% disinfection solution of sodium hypochlorite. The challenge was that the plant had to stay operational, and chlorine dosing was an essential part of the disinfection process. This transition was successfully completed by all stakeholders involved thanks to our transition protocol.
To meet expedited timelines, we consulted with the City of Edmonton and successfully negotiated a reduction in requirements from an initial project review. As historical resources are known to exist in the area, we also engaged Alberta Culture early in the process and were granted clearance under the Historical Resources Act.
The plant has limited space and many underground utilities. Through a series of workshops, we determined the most appropriate location that met all the design criteria while avoiding potential conflicts. Now complete, this upgrade removes the toxicity risk previously posed by the chlorine gas system.
