Funding a future without lead

With water service records dating back more than 100 years, the Adams Fire District (AFD) knew where to look for assistance to meet the U.S. Environmental Protection Agency’s (EPA’s) Lead and Copper Rule Revisions. Having partnered with us since the 1960s, AFD reached out to us to assist them in preparing their water service inventory and draw on our historical knowledge of their water distribution system.

First, we worked with AFD to successfully obtain a Massachusetts Department of Environmental Protection (MassDEP) grant dedicated to communities in the Commonwealth planning for lead service line (LSL) identification and replacement. AFD had recently undergone a meter replacement program and, in doing so, had already captured water service material information with each action. This helped us focus our efforts on records research, reconciliation with billing records, and coordination with the town clerk and assessor to resolve data gaps.

AFD’s forethought to preemptively collect data, coupled with our research and EPA process knowledge, have led to a completed inventory, replacement plan, and database for AFD’s use. And it was all completed within the available grant funding budget and schedule.
