George Massey Crossing
The British Columbia (BC) Ministry of Transportation and Infrastructure is planning to replace the existing George Massey Tunnel crossing. At 60 years old, the crossing does not meet current highway design or seismic standards for carrying Highway 99 under the Fraser River.
In July 2019, the Ministry hired the COWI-Stantec team to provide experienced feasibility-level technical services and conceptual-level design to define the technical elements of different bridge and tunnel crossing options, as well as improvements to the approaches on Highway 99. Our team provided concept level designs and shortlisted three crossing concepts from 18 potential options. The design dealt with complex, interconnected traffic operations, geometrics constrained by available right of way, freeway ramps and ramp head intersections, poor geotechnical conditions, and environmentally sensitive areas. There were also drainage and constructability challenges within a high traffic corridor and a high degree of Ministry and stakeholder scrutiny.
Located between the communities of Delta and Richmond, this crossing is considered a primary highway, a major north-south connector, and a key goods movement route. Replacing it will improve safety for travelers and better protection against potential seismic events.
