For over 15 years, we’ve served as the City of Sarasota’s water, sewer, and solid waste rate consultant. In 2007, our team conducted a solid waste revenue sufficiency analysis and rate study (examining a five-year period). We then used our financial modeling system to develop a financial plan. The goal? Identify the level of rate adjustments the City would need to implement to satisfy revenue requirements in relation to annual cost escalation.

The study also included a cost-of-service analysis, which determined the appropriate costs between residential and commercial customer classes. With this information, the City could be sure their rates reflected a proper allocation of costs between customer classes and against their costs going forward.

Since the initial study, our project team has completed an update to the financial model, addressing revisions to the funding requirements and including the rehabilitation of the City’s transfer station and reduced revenue from the sale of recyclable material. Additional services include regular updates to the 10-year forecast and other utility-system cost allocation and rate design studies.
