City of Fullerton Asset Management and Water Master Plans
The City of Fullerton needed to figure out which pipes to replace and when. They engaged our team to help with improving their Asset Management Plan and updating their Water Master Plan.
We used a risk-based prioritization framework to assess the likelihood of failure (LoF) and consequence of failure (CoF) of each asset—both above and below ground—and rank them accordingly. Our team assessed both aboveground assets and pipelines, accounting for reservoirs, pump stations, pumps, motors, PRVs, and water infrastructure valves.
Our geographic information systems (GIS) and modeling teams developed a new hydraulic model to evaluate current and future conditions, water supply, storage, fire flow, water age, and system conditions. We also developed a tool to create project scenarios to help the City choose pipe replacements based on risk factors. This data-based approach will help the City invest in critical replacements, reduce lifecycle costs, and improve system performance.
Additionally, we identified new cost of water services, future rate adjustments, and developed a financial plan to fund capital improvement programs (CIP).
The City will use these updated plans to guide their short- (five-year) and long-term (approximately 20-year) CIPs.
