The Turkey Sustainable Energy Finance Facility (TurSEFF) is developed to help Türkiye achieve targets set under the National Energy Efficiency Action Plan (NEEAP) and the National Renewable Energy Action Plan (NREAP). Developed by the EBRD and co-funded by the European Union and the Turkish Ministry of Treasury and Finance, TurSEFF provides finance and technical assistance to the public and private beneficiaries investing in green technologies. It builds on more than ten years of successful operations in Türkiye and more than 2200 renewable energy and resource efficiency sub-projects have been financed under the Facility to date.

During the first phase of TurSEFF, which started in 2010, the total disbursement amount was €260 million. The second phase of the program was launched in 2013 with another €315 million in financing. Under TurSEFF, credit lines are extended to local partner banks for on-lending to SMEs and small-scale renewable energy investments. The third phase of TurSEFF was launched in 2017 with €400 million in financing. The program was built on experiences gained in implementing the previous two phases but also expanded in scope to include resource efficiency sub-components—water efficiency, material efficiency, and waste minimization—as well as public institutions added as beneficiaries. Within this current phase, lease companies have joined the Facility alongside the banks.

Stantec provides technical assistance services for the implementation of TurSEFF. The team helps investors identify and develop sustainable energy and resource efficiency projects and provides technical assistance to prepare successful loan or leasing applications under TurSEFF and provides technical assistance in fields such as engineering, finance, project development and marketing to institutions and organizations benefiting from TurSEFF financing. Moreover, for capacity generation the team provides information to the public and private sector stakeholders for the identification, evaluation, and realization of potential projects. For this purpose, the consultant team organizes seminars, trainings, workshops, conferences, and focus group meetings.
