Vermont Automated Vehicle Testing Permit and Guidance

In 2019, the State of Vermont passed the Automated Vehicle Testing Act. As part of the Act, the Vermont Agency of Transportation (VTrans) became the lead agency for developing a permit process and accompanying guidance for the testing of automated vehicles (AVs) in Vermont.

Our job? Reviewing the AV permit and guidance drafts and providing comments, helping develop responses to public comments, supporting the draft finalization and approval, and supporting the virtual AV-Xchange Forum, where stakeholders could discuss opportunities and challenges for AV testing in Vermont.

By leveraging our team’s legal, policy, and regulatory experience around AVs, we successfully and efficiently supported the VTrans team in navigating comments from the AV industry, AV-focused coalitions, and local government.

More information on this work can be found on the VTrans AV testing website, including the agency’s response to comments on the drafts.
