Self-Driving Code of Practice Development
As part of Dubai's vision to become the smartest city in the world, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates and Ruler of Dubai announced a goal to have 25% of all transportation trips be smart and driverless by 2030. The Dubai Roads and Transport Authority (RTA) launched a comprehensive strategy and roadmap for self-driving transport (SDT), and we stepped in and took the wheel.
Driven by the SDT, RTA selected Stantec to develop a Self-Driving Vehicle (SDV) guidebook, to be known as the "Code of Practice". The document needed to detail best practices for conformity, testing, and regulating self-driving vehicles from controlled facility testing to full-scale testing with mixed traffic and, finally, limited deployment. Working closely with partners Virginia Tech Transportation Institute and Hogan Lovells, we conducted a detailed review of international best practices in self-driving technology testing and operation scenarios and defined the technical specifications and eligibility for each stage of testing of self-driving vehicles. We also developed a first-of-its-kind SDV maturity assessment guideline and developed a legislative framework to govern these new technologies in a safe and efficient manner—at each deployment stage.
The Code of Practice is a systematic yet flexible document that will be used to guide the different stages of testing and deployment of self-driving vehicles throughout the country.
