Keeping Virginia’s transportation on track

VDOT Statewide Open-End Environmental Contracts

A main focus of any project for the Virginia Department of Transportation (VDOT) is to ensure the future of the Commonwealth’s natural and historic resources. We help drive this initiative by supporting all phases of the VDOT project development process through statewide on-call environmental services.

Our services have included wetland delineations, stream assessments, wetland functional analysis, threatened and endangered species habitat surveys, compensatory mitigation, Section 10, 401/404 and 408 permitting, National Environmental Policy Act (NEPA) commitments, and construction and post-construction permit compliance.

Through these contracts we have assisted VDOT with the permitting, compliance, and acceptance of some of their most complex and controversial projects. We employed a collaborative approach with VDOT and the permitting and resources agencies to avoid and minimize impacts as well as mitigate and permit those impacts that cannot be avoided—resulting in the least damaging alternative and a project that meets VDOT's purpose and need. This includes our support of cultural resources and compliance with Section 106 of the National Historic Preservation Act.

During one example of these on-call services, we created and implemented a corrective action plan for the Sandy Bottom Mitigation Bank, an area that was on the edge of losing its credits. Now, it’s a thriving site with mitigation credits ready for use, an invasive species population on the decline, and soil with balanced hydrology.
