Greater Manchester District Heating Options Study
With a vision for a low-carbon future, Manchester City Council (MCC) has been quick to explore renewable energy opportunities within the city, particularly focusing on their integration into current and future heat networks. Enabled by the Energy Act 2023, heat network zoning will designate areas of England where heat networks are expected to provide the lowest-cost low-carbon heating. In anticipation of the likely regulatory direction to come, MCC commissioned our team to conduct a study to identify and evaluate renewable and low-carbon energy sources that could feasibly serve as heat inputs for future district heating networks.
We began with a desktop study, which we supplemented by engaging with technology providers, to identify what has worked successfully in other urban areas. The scope of our study encompassed a review of existing information contained within the Manchester Local Area Energy Plan (LAEP) in particular. Along with these investigations, we analysed a range of potential heat sources that would suit Manchester’s urban context. These included geothermal heat and ambient temperature water bodies.
After this initial study and analysis, we held a workshop with members from MCC to discuss the Council’s future regeneration plans and determine additional opportunities to develop heat networks beyond those identified within the Manchester LAEP. We held a follow-up workshop for further knowledge-sharing with a wider pool participants and increased the levels of knowledge of renewable energy solutions across different teams at MCC.
Our final report provides MCC with options for next steps they could take. These include engaging with local authorities exploring similar solutions, carrying out technology-specific feasibility studies, progressing heat network development, and developing an outline business case in line with Green Book guidance.
