Golden Spread Electric Cooperative (GSEC) is a tax-exempt, consumer-owned public utility provider based in Texas. At one point, GSEC grew alarmed by the number of invoices requiring monthly maintenance review, recognizing that the scope would increase even further with planned construction coming in the near future. When GSEC explored this issue, they realized they needed a Project Delivery Model (PDM)—a template that is flexible enough to handle any project, of any type and scale.

GSEC contracted our client solutions team to develop a user-friendly PDM framework that maximized program flexibility. To start, we engaged with stakeholders in workshop settings to determine their needs, as well as develop the PDM documents to meet those needs. We also helped by supplying a library of procedures, describing project roles and responsibilities, providing training, and creating lifecycle diagrams to focus on the four stages of each project: initiation, planning, execution, and closeout.

The PDM restructured the way work is delivered by GSEC. The result? Cost-effective success and reliable electric services for residents in Texas.
