Coastal Water Authority Funding Assistance Project
Coastal Water Authority (CWA), a conservation and reclamation district, wanted to understand programs that could help fund projects in their comprehensive capital improvement plan. They reached out to our team to help.
We developed a matrix of funding opportunities from the Infrastructure Investment and Jobs Act along with state funding programs relevant to CWA’s list of priority projects. Totaling more than $400 million in construction value, these projects include water main extensions to serve growing areas, dam repairs, facility renovations, and standardization of a single supervisory control and data acquisition system.
We then worked with CWA to develop a funding strategy, timeline, and critical path for seven federal and state programs: the Drinking Water State Revolving Fund, Rehabilitation of High Hazard Potential Dams Grant Program, State and Local Cybersecurity Grant Program, Water Infrastructure Finance and Innovation Act, National Dam Safety Program, congressionally directed spending, and water-related environmental infrastructure assistance.
Today, CWA is using the funding strategy to plan out the feasibility, preliminary design, and engineering for projects listed in their capital improvement plan to better position themselves for the identified programs.
