City of Boston Transportation Demand Management Point System
As Boston strives to create a safer and more equitable transportation system, it is evaluating how residents, customers, employees, and visitors travel to new development projects. The Boston Transportation Department wanted to create a new policy that guides developers in the selection of transportation demand management (TDM) measures following a points-based system to establish consistent standards.
Stantec conducted an extensive literature review and evaluated precedent programs to inform the policy’s baseline. We then adjusted the research to better match citywide policy goals, the experiences of practitioners elsewhere, and the logistical and economic realities faced by developers in Boston. Our custom framework provides a menu of TDM measures including high-impact policy solutions such as parking pricing, transit subsidies, and network enhancements such as bicycle racks and ridesharing support. Point targets for projects vary based on characteristics like location, land use type, and accessory parking provision.
This system will encourage new developments to better plan for sensible parking, walking, cycling, and transit networks, incentivizing sustainable travel throughout the city. By supporting travel by modes other than driving, we’re helping the City of Boston advance a safe and clean transportation future.
