The approved strategic development plan calls for 6,250 homes between 2009 and 2019 and a further 3,800 by 2024

East Lothian Council (ELC) has been developing proposals for substantial housing growth, largely located in a new settlement at Blindwells. Our job? Multidisciplinary services, some of which have been under contract to key landowners Taylor Wimpey and Hargreaves.

We initially supported the Council through a transportation appraisal carried out in accordance with Transport Scotland’s (TS) Development Planning and Management Transport Appraisal Guidance (DPMTAG) alongside an infrastructure feasibility study covering road and rail options.

These projects led to Blindwells Phase 1 being allocated in the land development plan (LDP) with a proposed future safeguarding identified for Phase 2. This initial work, fully signed off by TS as part of the LDP examination, will inform the creation of a strategic transportation plan. Going forward? More infrastructure planning and design work—together with site remediation proposals—will ensure further housing allocations can be confirmed.
