St. Paul's Hospital - Climate Hazard, Risk and Resiliency Assessment

As part of the rezoning of the project site for the new $1.8 billion St. Paul’s Hospital campus, the City of Vancouver required the completion of a complex and detailed climate hazard, vulnerability, and risk assessment. Our climate risk and resilience team was brought on board by PCL, one of the two design-build teams bidding on the project, to support the entire project in meeting the City’s requirements.

The work was staged with an initial assessment of all potential climate change related hazards and a screening process to assess specific site and building scale vulnerabilities to the selected hazards. We then undertook a detailed consequence scoring exercise evaluating impacts across multiple categories: including patient health, staff safety, and asset replacement costs. This assessment work guided the design team in the development of design strategies that responded to and mitigated the associated climate risks. All workshops were carried out virtually using online collaboration tools to engage the design team, client, and stakeholders to facilitate inputs and ensure a smooth climate risk assessment process.

The final output was a comprehensive report documenting the adaptation actions integrated into the project design that enhance the resiliency of the St. Paul’s site.
