Development and implementation of a comprehensive decommissioning plan for a target site used for manufacturing fluorescent lamps

The target site for this project was used to manufacture fluorescent lamps for over 30 years, and some equipment and vent ducts were seriously contaminated by mercury. Stantec was commissioned to conduct decontamination, dismantling, and decommissioning (DDD) activities.

Our team developed a separated DDD procedure for general and mercury-contaminated facilities based on the previous investigation and sampling by Stantec. We completed the DDD activities in strict accordance with the procedures and under the supervision of both client and local government representatives. All mercury-contaminated facilities were cleaned by using a specific reagent, and the residual mercury content was reduced to an acceptable level. Stantec also provided technical support on the waste classification and disposal for the client.

The entire DDD project was completed within the client’s time-frame without any safety incident/accidents or environmental issues.
