Dugong Kaifeng Solid Waste Recycling Resettlement Planning
Dugong Kaifeng is mainly engaged in the collection, utilization, treatment, and disposal of hazardous wastes. In 2019, they invested 350 million yuan (55 million USD) to build a solid waste recycling facility in Kaifeng City, Henan Province. The project would mainly deal with hazardous waste generated by Kaifeng Fine Chemical Industrial Park, Huanglong Industrial Cluster, and China PingMei ShenMa Group, but would also dispose of hazardous waste generated in other areas of Kaifeng City, Pingdingshan, Zhoukou, Zhengzhou Airport, and Xinxiang.
Because the project covers an area of 254 mu (42 acres) and was funded by International Finance Corporate (IFC), we were brought in to develop a resettlement action plan (RAP) to guide land access activities. During this process, we conducted document review, onsite surveys, and consultation with the community and local governmental authorities related to environmental protection, resettlement, social insurance, and grievance management. We prepared the RAP according to IFC Performance Standard 5 and handled the disclosure and communication of the RAP with affected communities. The RAP was accepted by IFC, and the project was able to commence construction.
These resettlement and consultation services helped Dugong Kaifeng blend in and achieve social license to operate with the local community—and with this plant complete, they’ll be able to dispose of 55,000 tons of waste per year.
