Case making to expand critical maritime infrastructure

Wick Harbour is a trust port operated by Wick Harbour Authority (WHA). The harbour is exposed to swells associated with easterly winds, which cause significant wave climate issues, particularly within the larger Outer Harbour. Any significant further development of the harbour business is dependent on addressing this issue.

WHA recognised that securing funding for a viable solution would require external support—that’s where we came in. Our team developed the business case for a solution to improve the wave climate in the Outer Harbour, which would make it a tenable year-round berth.

We wrote the strategic case, crafting a narrative on the rationale for investment. We then developed the socioeconomic case, which required building a bespoke economic model assessing the economic impact of offshore wind developments that would be enabled by the project. We also developed the financial, commercial, and management cases, defining how the preferred solution will be funded, procured, delivered, and managed.

The result was a comprehensive business case fit for securing public and private sector investment.
