Sea views, flood protection, and community buy in

Many homes and businesses in the village of Shaldon have been built on low-lying reclaimed land. Early feasibility work identified that over 400 properties were at significant risk of flooding.

Our team was brought in to assist in the design and construction of a flood defence scheme. Working closely with Atkins, we were involved in the viability appraisal, scheme concepts, the project appraisal report (including benefit cost analysis to manage flood risk over time), the detailed scheme design, and on-site liaison and consultation with residents.

The resulting construction involved raised natural stone flood walls, timber clad flood gates, flood proofing of individual properties, and the use of glass panels in walls to maintain sea views. The footprint of the scheme caused negligible impact on the estuary and included the trial of habitat provision using niche habitats.

The local community was passionate about maintaining the feel of the village, while acknowledging that flooding was a very real risk. Due to the potential for extensive public disruption, the project was used to successfully pilot the Environment Agency’s Building Trust with Communities approach to community liaison.

The public were closely engaged throughout the appraisal and the development of scheme solutions. The result? Final proposals met with widespread approval in this attractive and historic setting.
