Stantec has secured a resolution to grant planning permission for Halsnead West – the first phase of the Halsnead Garden Village in Merseyside – on behalf of Bloor Homes and Maro Developments.
Halsnead Garden Village is the largest combined housing and employment site in the Liverpool City region and is one of the original 14 sites awarded ‘Garden Village’ status by the UK Government in January 2017.
Halsnead is divided into four quadrants and Stantec has helped Bloor Homes secure permission to progress development on the western part of the site. The hybrid planning permission means up to 360 new homes can be built at the site and detailed planning permission has been secured for 123 homes.
Stantec co-ordinated the submission of the complex planning application and produced a Planning Statement and an Environmental Statement in support of the scheme. Stantec called on its planning, environmental, acoustics, ecology and GIS teams to support the application.
The proposed development forms part of the wider South of Whiston Sustainable Urban Extension (SUE), which was removed from the Green Belt to allow approximately 1,500 new homes to be built, 22.5 hectares of employment land to be developed, and a country park to be established.
Stantec has been extensively involved in the proposals for Halsnead West for several years. In 2016, Stantec contributed to the production of a Masterplan and Supplementary Planning Document (SPD) for the ‘South of Whiston’ SUE and the neighbouring ‘Land South of the M62’ SUE, together known as Halsnead.
Stantec’s input was instrumental in shaping the SPD and the type of development envisaged for the Garden Village. The extensive dialogue between stakeholders has resulted in an exceptionally high-quality scheme that responds to the site’s unique surroundings, with a strong network of green open spaces underpinning the design ethos.
The Bloor Homes scheme will inject £3.2m into local services such as schools, parks and healthcare and so there is a wide range of benefits both for new residents at Halsnead as well as the existing neighbouring community.’
