When the City of Mobile, Alabama resolved to revitalize its infrastructure, they committed nine times their average funding to accomplish it over the next three years. But given previous stewardship problems and political implications, they sought a third-party expert to assist in the administration of funds, as well as develop and turnover a process for designating and executing a Capital Improvement Plan (CIP).

The City of Mobile considers us a true trusted advisor, and they brought us in at the executive level to help with problem solving strategies. Like heavy community engagement. Due to the high price tag—$63 million—the project remains a key interest in the public eye. We used multi-criteria decision analysis, pairwise comparisons, and a stakeholder engagement process to build consensus. Since several executive and legislative stakeholders were heavily-involved in the process, collaboration was essential to successful completion.

The project aims to prioritize infrastructure needs, manage stakeholder relations, improve processes, develop tools and training, and plan for long term compliance and coordination. Our consulting client solutions—and excellent relationship with our client—has successfully developed CIP lists, allocated funds, and navigated the political environment for three years. The result? The satisfaction of all stakeholders—including political rivals.
