Designing a digital tool to help decision making for communities

The Isaac Regional Council in central Queensland wanted to review and potentially improve their existing water restriction trigger level criteria and better plan for times of drought and limited water supply. They reached out to us to help.

We set out to develop a tool that would allow the Council to readily make assessments of conditions and plan accordingly. Following investigation of four water supply schemes—Clermont, Carmila, St. Lawrence, and Nebo—we developed a water supply model using the GoldSim platform to simulate the current performance of each system under current operating conditions and trigger levels. We then created a water level trigger assessment tool using the GoldSim Player application. This interactive platform allows for the modification of key operational factors such as daily demands, inventory, water trigger levels, and climatic data.

The Council can now more easily monitor and observe the impacts that changing operational criteria will have on the performance of the schemes. They can better determine when water levels might be such as to trigger restrictions and plan accordingly to mitigate these occurrences.
