Sally earned her degrees in political science, community and regional planning, and business administration with an emphasis on economics and sustainability. She employs all those areas of study when approaching her projects, seeking to understand underlying legislation, local politics, and land use economics in addition to providing technical analysis.
As a principal based in Walnut Creek, Sally supervises and mentors staff on water and sewer rate studies, paying special attention to California Proposition 218 guidelines. She often performs final quality control reviews, is actively engaged in proposal writing and client communications, and supports cross-disciplinary projects in California and beyond. Currently, she is assisting with efforts to expand our overall economics practice.
When she isn’t busy with projects for our Water and groups, Sally can be found outdoors with her family. She enjoys running, hiking, backpacking, snow camping, gardening, and skiing. She also volunteers with several local non-profits.
