With over 30 years of experience, Elias offers a unique perspective on brownfield development and has a comprehensive understanding of the complexities of the redevelopment lifecycle. Elias understands that brownfield sites are valuable assets that represent an opportunity for clients and communities, especially in our increasingly-dense communities. Primarily driven by the revenue and value generation side of project pro-forma, he also knows that community support, resiliency, sustainability, infill, and transit are key complementary components to ensure success.
A soccer enthusiast, as player and coach, Elias brings a teamwork approach to his role. He believes that successful brownfield development is about more than just remediation. It’s bringing together the right people and expertise to transform abandoned sites into valuable destinations. He leads teams through all phases of program management from due diligence, planning, funding, entitlements and approvals to design, construction, operation, and maintenance.
Elias’ most rewarding multi-project redevelopment program is the Sacramento Railyards, the largest infill brownfield in the U.S. This district is being transformed into a mixed-use, transit-oriented community offering public facilities, a major hospital, a soccer stadium, housing, office, retail, hotel, and public space.
