An economist with 20 years of experience, Carol has managed dozens of financial planning projects. From small water companies to large municipalities, she applies sound economic principles to the financial challenges facing the utility industry today.
Carol’s expertise includes assisting with water, wastewater, and stormwater utilities. She has guided financial plans, impact fees reports, and rate studies, and she’s successfully facilitated workshops with multiple stakeholder groups.
Carol has a long-term relationship working with Albuquerque Bernalillo County Water Utility Authority, the largest water utility in New Mexico. With a focus on reaching water conservation goals through rate adjustments, she provided alternative rate structures for the Authority. The result? Lowering the region’s water usage from 250 gallons per day in the mid-1990s to 130 gallons in the present day.
