As a financial analyst, Zac evaluates revenue sufficiency and helps create equitable utility rate structures for water, sewer, stormwater, and solid waste funds. He also updates and creates development impact and capacity fees for municipal water and sewer utilities. Additionally, he performs economic impact analyses to estimate the local impact of land use change, renewable energy implementation, and water capital projects.
One of Zac’s recent efforts involved working with the U.S. Bureau of Reclamation to develop methodologies for estimating the financial and economic feasibility of projects. He also worked with the US Water Alliance (USWA) on pilot pricing programs for alternative water pricing mechanisms. Additionally, he has written and published multiple technical articles and has the ability to convey technical information to all audiences.
When he isn’t working on financial analyses, Zac spends a lot of time outdoors—fishing, camping, big-game hunting, and chasing small game animals with his hunting dog, Milo. And he’s a huge Denver sports fan, supporting the Broncos, Nuggets, Avalanche, and Colorado State—Go Rams!
