Stantec supports multiple Southeastern cities with Lead and Copper Rule Revisions compliance

Projects will help public water systems inventory service line materials as required by the EPA

Stantec, a global leader in sustainable design and engineering, has been selected by three water utilities to identify lead service line (LSL) materials and develop LSL replacement plans. The service line inventories will be conducted to meet the U.S. Environmental Protection Agency’s (EPA) Lead and Copper Rule Revisions (LCRR) compliance deadline of October 16, 2024.

Stantec serves as the prime consultant and provides services that include project management, historical records review, GIS development, and recommendations for future LCRR compliance. The EPA’s LCRR calls on public water systems to produce an inventory of existing water service lines materials and to remove any identified lead and galvanized requiring replacement (GRR) water service pipes under a replacement program. With deadlines outlined, many water utilities are working to expedite these costly and logistically robust inventories.

“We have the resources to perform the necessary work to fill in inventory gaps,” said Brendan O'Brien, project manager and Stantec’s Lead and Copper Rule leader. “Stantec’s experienced team includes GIS professionals, data scientists, engineers, and large teams of funding specialists to step in and support them in order to comply with the October 2024 LCRR deadline and beyond towards the anticipated October 2027 Lead and Copper Rule Improvements compliance date.”

City of North Port, Florida
Stantec is working with the City of North Port Utilities Department to provide engineering services in support of LSL inventory development. The team is inventorying approximately 26,000 service lines while assessing and managing GIS data. This effort will include the review of numerous work orders/field reports, construction records, tax/parcel records, and miscellaneous utility or street record drawings. BlueConduit, a water analytics company and Stantec teaming partner for LCRR opportunities, will conduct predictive modeling based on the results of up to 400 field investigations by Stantec staff.

City of Gulfport, Mississippi
Stantec is developing a service line inventory and providing GIS data management for approximately 30,000 service lines for the City of Gulfport. The Stantec team has partnered with 120Water for data management services and BlueConduit for predictive modeling. The team will also provide lead line replacement plans for the city while also advising on strategy, prioritization, and best practices for EPA LCRR compliance.

City of Tarpon Springs, Florida
Stantec is supporting the City of Tarpon Springs in data collection and service line inventory development of over 11,000 service lines. To date, City staff have proactively inspected every meter box and have identified the material on both the public and private side of all service lines served by the utility. The team is leveraging Esri’s Lead Service Line Inventory (LSLI) Solution software platform to repository materials identified during the record reviews and field inspections.
