Stantec-designed US Route 119 reconstruction in Westmoreland County wraps up first year of construction

The $23.8 million project will introduce traffic calming measures and boost multimodal connectivity in the Borough of Youngwood outside Pittsburgh

Global design firm Stantec is leading design for the reconstruction of US Route 119 in the Borough of Youngwood in Westmoreland County, Pennsylvania, approximately 35 miles outside of Pittsburgh. The three-year, $23.8 million project by the Pennsylvania Department of Transportation (PennDOT) has completed the first year of construction. As part of the project, the roadway will be completely reconstructed with traffic calming measures, new sidewalks, dozens of ADA-accessible ramps, extensive utility relocations, and improved pedestrian access to the Five Star Trail, a nearly 8-mile trail for walking, hiking, jogging, bicycling, and cross country skiing.

Through PennDOT Connects, the agency’s community collaboration initiative, Stantec worked with local community stakeholders to realize the strategic vision of making Youngwood a safer and more walkable community. Traffic calming measures include moving on-street parking to the opposite side of the road, shifting traffic by about eight feet, and installing serpentine curves, called chicanes, that force motorists to reduce speeds.

“US Route 119 splits into two one-way roadways as it passes through Youngwood, and, for years, the Borough has struggled with speeding motorists on this central roadway,” said Steve Moore, Stantec’s Western Pennsylvania Transportation Lead and Project Manager. “Traffic calming measures, improved pedestrian access, and increased multimodal connectivity will serve as a boon to the central business district, encouraging walkability and supporting economic development.”

The project is being led out of Stantec’s Pittsburgh office, in conjunction with general contractor Golden Triangle Construction Co. During the design phase, the Stantec team processed 74 right-of-way claims in eleven months, allowing construction to begin on schedule in July. The project is expected to be complete in August 2023.
