Chevron Chuandongbei Gas Project Social and Resettlement

Chevron’s fully-owned subsidiary Unocal East China Sea, Ltd. (Chevron) collaborated with CNPC (China National Petroleum Corporation) in western China to explore and operate a sour gas field—the Chuandongbei Project. Several key challenges of the project included land acquisition and resettlement covering several villages and townships as well as community grievances management in Sichuan Province and the Chongqing Municipality.

To obtain a social license to operate, we were brought in to provide resettlement and livelihood restoration planning, internal resettlement monitoring, public consultation, resettlement implementation, documentation support, and coordination of external monitoring services. We collaborated directly with Chevron on regular communications and stakeholder concerns.

With our help, the project successfully obtained recognition from the external monitor as well as support from local communities. They considered the resettlement well-planned and implemented, and community grievances were handled in a reasonable timeframe. With our technical services, the project also provided social investment to support the restoration of livelihood of affected people, as well as broader communities.
