West Palm Beach Water Treatment Plant Improvements
The City of West Palm Beach was facing several operational challenges with an aging water treatment facility—they needed to find a way to develop cost-effective processes that would meet regulatory requirements. Working closely with the health department, they selected UV disinfection treatment to provide a 100% redundant disinfection process for inactivation of pathogens and viruses, and a powder activated carbon (PAC) contact basin for removal of algae, and taste and odor causing compounds.
City staff requested Stantec provide design and engineering services for the new UV and PAC treatment processes, each of which rated for 50 million gallons per day (MGD). Unfortunately, the most feasible portion of the site for the UV process was in the most congested portion of the 100-year old water plant—as answers to design questions and alternatives began to form, it became clear that carefully considered sequencing constraints were going to be critical for a contractor to build the design. Throughout the course of deep excavations, dewatering challenges, line stops and bypasses of arterial process piping, chemical, electrical and SCADA communication infrastructure rerouting, the project began to take shape.
When complete, this innovative surface water treatment plant will be the first of its scale in Florida to utilize PAC and UV treatment technologies to ensure safe, clean and high-quality drinking water for West Palm Beach.
